[QSASLA-12612] Allow for DBU of files over 2GB

natasha.madondo requested to merge QSASLA-12612/widen_dbu_size_bytes_column into develop

Updated size_bytes column in digitisation_bulk_upload_file table to bigint to accept larger files (over 2 GB)

Migration number based on branch stage10-code-merge but likely will need to be changed whenever this ends up going in.
