The digital_copy_pricing type:registered_mail is not in the digital_copy_pricing table for UAT and prod but it is in the table for local.

Because of this, registered mail is being displayed as NaN.NaN in the digital copy cart for UAT and prod. This MR provides a new migration that inserts registered_mail column to digital_copy_pricing table.
